In accordance with the rules of the International law the occupying state is responsible for the safety and welfare of the people, residing in the occupied territory.<\/p>\n<p>Ukraine is obliged to protect the interests of its own citizens including those who have to live on the temporarily occupied territory. However, water supply from the Ukraine-controlled territory can reduce pressure on the occupying state.
