The Cabinet of Ministers of Ukraine adopted an action plan to restore education in the de-occupied territories for 2024\u20132027. The Mission of the President of Ukraine in the Autonomous Republic of Crimea also contributed to the development of the relevant document.\u00a0<\/p>\n\n\n\n
During the temporary occupation of Crimea, the peninsula\u2019s education system was fully integrated into the Russian educational framework, which denies Ukrainian sovereignty and distorts history. Therefore, to rebuild the education system, it is essential to define the specifics of engaging citizens in Ukrainian education and restoring educational processes in the de-occupied territories.<\/p>\n\n\n\n
The state policy in this area will focus on reintegrating young people who have been exposed to Russian narratives and propaganda for a long time while providing them with opportunities for development and support in education and employment.<\/p>\n\n\n\n
For instance, one key task in restoring education in the de-occupied territories is forming a personnel reserve. As of early 2014, Crimea had 22,070 teachers and 7,686 employees in preschool education institutions. This highlights the importance of involving educators in the peninsula’s future recovery.<\/p>\n\n\n\n
The plan also envisions creating a support system for participants in the educational process during the adaptation period\u2014specifically, the transition from the aggressor state\u2019s education system to the Ukrainian one in the de-occupied territories.\u00a0\u00a0<\/p>\n\n\n\n
The recovery plan further includes professional development for teachers who will work in these regions, the creation of safe learning environments, the preparation of educational materials (including in the languages of Ukraine\u2019s Indigenous Peoples), the establishment of centers in higher education institutions for studying and researching the history and culture of Indigenous Peoples, support for the Crimean Tatar language and literature, and the creation of a social and psychological rehabilitation system for children and youth affected by the Russian Federation\u2019s armed aggression against Ukraine.<\/p>\n\n\n\n
