According to Presidential Decree No. 761\/2024, on November 12, 2024, the decision of the National Security and Defense Council of Ukraine to apply special economic and other restrictive measures (sanctions) against many individuals and entities came into effect. Notably, sanctions were extended against the so-called “governor” of Sevastopol, Mykhailo Razvozhaiev, and other representatives of Crimea’s occupation administration.<\/p>\n\n\n\n
Approximately 70% of the individuals and 20% of the entities targeted by the decree are directly connected to illegal activities in occupied Crimea. Among them are employees of Russian occupation structures, collaborators, and representatives of institutions that operate in Crimea in violation of Ukraine\u2019s sovereignty and territorial integrity.<\/p>\n\n\n\n
The list of individuals subject to sanctions includes representatives of the occupation administration, such as the so-called “governor” of Sevastopol, Mykhailo Razvozhaiev (with sanctions extended from a previous decree); the so-called “chairman of the Sevastopol Legislative Assembly,” Volodymyr Nemtsev; the so-called “Minister of Property and Land Relations of the Republic of Crimea,” Larysa Kulinich; former “head of the Sevastopol City Election Commission,” Serhii Danylenko; and the “head of the FSB Directorate for Crimea and Sevastopol,” Leonid Mykhailiuk, among others.<\/p>\n\n\n\n
The sanctioned entities include businesses registered in the temporarily occupied territory, such as LLC Teploobmin, LLC Sevastopol Enterprise ‘ERA’, and the joint-stock company More Shipbuilding Plant, among others.<\/p>\n\n\n\n
