The damage registry has been extended to cover events from the start of the aggression, allowing affected individuals, including residents of the peninsula, to claim compensation. The document supports the establishment of a special tribunal, the opening of new categories of legal claims, and holding Russia and Belarus accountable for war crimes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Invaders\u2019 crimes:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25b6 As of April 14, the occupiers have illegally imprisoned <strong>225 <\/strong>individuals, including <strong>134<\/strong> Crimean Tatars.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25b6 As of 14 April 2025, <strong>1279 <\/strong>cases were filed under Article 20.3.3 of the Administrative Code of the Russian Federation in so-called &#8220;courts&#8221; in occupied Crimea. In 1156 cases, decisions were made to impose fines or to combine the cases with others, resulting in consolidated rulings. In 22 cases, proceedings are still ongoing. Of all decisions issued, 561 (49%) concerned women, while 593 (51%) involved men.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25b6 The occupation &#8220;court&#8221; has unlawfully sentenced Crimean Tatar<strong> Charaz Akimov<\/strong> to five years in prison. The Russian occupation administration accused him of so-called &#8220;confidential cooperation with a foreign state&#8221; for allegedly discussing Russian military equipment movements on social media. The so-called trial was concluded in less than two months \u2014 a speed that, along with other procedural violations, may indicate another war crime in the form of denial of the right to a fair trial.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25b6 Russian forces have unlawfully detained an 18-year-old resident of occupied Simferopol on fabricated charges of allegedly &#8220;preparing a terrorist act&#8221; by planning to set fire to an administrative building of the occupation administration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25b6 The occupation &#8220;court&#8221; is seeking to sentence members of the so-called &#8220;second Dzhankoi group&#8221; to 17 years in prison. The Russian administration demands 17-year terms for 41-year-old <strong>Osman Abdurazakov<\/strong>, 51-year-old <strong>Leman Zekeriaiev<\/strong>, 31-year-old <strong>Aider Asanov<\/strong>, and 39-year-old <strong>Ekrem Krosh<\/strong>. For 69-year-old <strong>Khalil Mambetov<\/strong> and 55-year-old <strong>Refat Seidametov<\/strong>, the prosecution is seeking 17.5 years. In addition, all detainees are facing further restrictions after release, including a curfew, travel ban, prohibition on changing residence, and mandatory registration twice a month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25b6 Crimean Tatar human rights defender and political prisoner<strong> Server Mustafaiev<\/strong>, who was illegally sentenced to 14 years in prison, has been transferred for two months to a high-security cell in Penal Colony No. 1 in Tambov. He was initially placed in a punishment cell for three days. The official reason for the harsher conditions has not been disclosed to his family, but it is likely linked to his religious affiliation. A commission member reportedly expressed biased and hostile views toward Muslims.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25b6 The occupation administration has unlawfully sentenced Crimean Tatar <strong>Khalil Ametov <\/strong>to five years in prison for allegedly participating in the Noman \u00c7elebicihan volunteer battalion. He was detained in August 2022 in the Kherson region and transferred to a pre-trial detention center in Simferopol. He is currently held in the Vladimir Central Prison, a facility for the most dangerous offenders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25b6 Russia may bring new charges against Ukrainian political prisoner<strong> Hennadii Lymeshko<\/strong>, a former serviceman of the Armed Forces of Ukraine, who was expected to be released after eight years of unlawful imprisonment. He was arrested in occupied Crimea in 2017 on fabricated sabotage charges. After being transferred to a migrant center, his whereabouts became unknown. There are concerns that a new fabricated case may be brought against him on alleged &#8220;extremism&#8221; charges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25b6 The health of Crimean Tatar political prisoner <strong>Rustem Huhuryk<\/strong> continues to deteriorate, posing a serious risk to his life. He is being held in inhumane conditions without medical care. Earlier this year, it was reported that due to lack of proper medical assistance, he had already lost hearing in one ear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25b6 Crimean Tatar <strong>Ansar Osmanov<\/strong>, unlawfully sentenced to 20 years in prison, is being forcibly transferred by the Russian administration from pre-trial detention center No. 3 in Novocherkassk, Rostov region, to a prison in Vladimir \u2014 nearly 2,000 kilometers away from occupied Crimea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Forcible conscription:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25b6 At least 1907 Russian soldiers from units based in occupied Crimea have been killed, 1280 of whom were likely Ukrainian citizens. The actual number of casualties is believed to be higher as Russia conceals actual losses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25b6 At least 116 servicemen from occupied Crimea, most likely Ukrainian citizens, have been confirmed as captured.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Militarization of the Crimean Peninsula:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25b6 Activists of the resistance movement ATESH obtained coordinates of the location of a Russian <em>Pantsir-S1<\/em> air defense missile-gun system near Pishchana Bay in occupied Sevastopol. They also documented remnants of the Russian fleet in Streletska Bay, including the tugboat SB-36, which has remained stationary since October 2024 and is likely damaged, as well as a patrol boat. All collected data was promptly passed on to the relevant units of Ukraine\u2019s Armed Forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25b6 The occupation administration has closed off the territory of the Opuk Nature Reserve for military purposes. A so-called &#8220;silence regime&#8221; has been imposed for an indefinite period, and access to the area is now controlled by Russian military personnel. Cape Opuk is actively used as a military training ground, including for the launch of Russian ballistic missiles targeting Ukraine. According to occupying forces, military exercises involving explosives and live ammunition will be held daily in the reserve from April 1 to December 31.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25b6 In temporarily occupied Bakhchysarai, the occupation administration has opened a so-called &#8220;School for Young Commanders&#8221; \u2014 a ten-day course for 120 teenagers from the temporarily occupied territories of Crimea and Kherson region. The program includes tactical training, basic medicine, weapons handling, and driving skills. The occupiers continue to militarize both public and educational spaces, targeting children and adolescents in the occupied territories.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Propaganda of the occupation administrations and incitement to hostility:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25b6 A new spike in retail fuel prices is being recorded in Crimea. In particular, gas stations in Kerch have increased prices by 20 to 40 kopecks per liter. Earlier, the so-called &#8220;head of Crimea&#8221; Serhii Aksonov had claimed to have reached agreements with fuel station owners to maintain stable prices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25b6 There is a growing number of dead dolphins washing up on the Crimean coast. Russian military activity in the Black Sea is cited as the primary cause. Contributing factors include fuel leaks from military vessels, acoustic pollution from exercises and machinery, and illegal traps and fishing nets. In addition, hundreds of dead crabs have been found on the shores near Kerch, and a mass fish die-off has been reported in Mariupol. These incidents are likely linked to an oil spill caused by the December 2024 collision of two Russian tankers in the Kerch Strait.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25b6 Russian soldiers who fought in the war against Ukraine are undergoing rehabilitation at the <em>Artek<\/em> children\u2019s camp on the southern coast of occupied Crimea. At least 30 Russian combatants have already spent time at the camp, which is being used as a recovery facility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Civil Resistance:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25b6 A resident of occupied Nyzhnohirsk is suspected of setting fire to the graves of a military correspondent and propagandist from the Russian outlet <em>Izvestia<\/em>, who had called for the killing of Ukrainians, as well as the graves of three other Russian servicemen killed in the war against Ukraine. The man now faces potential criminal prosecution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25b6 A resident of occupied Crimea was detained by Russian occupation forces for criticizing Russian invaders and expressing support for the Armed Forces of Ukraine on social media. He is being charged with allegedly &#8220;discrediting the armed forces of the Russian Federation&#8221; and &#8220;petty hooliganism.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25b6 A woman in Crimea was arrested after posting a video on social media showing an explosion, fire, and smoke at a Ukrainian civilian infrastructure site following a Russian strike. The occupying administration accused her of &#8220;discrediting the Russian armed forces.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25b6 Activists from the Yellow Ribbon resistance movement held a new protest in the occupied cities of Simferopol, Yalta, and Yevpatoriia, where patriotic stickers appeared in the streets with messages such as &#8220;Crimea is Ukraine&#8221; and &#8220;Ukraine will be free.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25b6 Activists from the Crimean Combat Seagulls continue to expose the personal data of collaborators and Russian war criminals operating in occupied Crimea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u25b6 The Zla Mavka resistance movement continues to publish its diaries, documenting the crimes committed by the occupiers. In addition, the activists spread patriotic stickers in the streets of occupied Simferopol.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Mission continues to receive inquiries from Ukrainian citizens who want to leave Crimea because they cannot tolerate the occupation and total propaganda.
