President of Ukraine Volodymyr Zelenskyy signed Decree No. 395\/2025, which enacts the decision of the National Security and Defense Council of Ukraine to expand sanctions restrictions. The updated list includes 46 individuals as well as a number of organizations and institutions involved in the systemic Russification, ideological influence, and militarization of Ukrainian children in the temporarily occupied territories.<\/p>\n\n\n\n
Among the entities subject to the new restrictions are the Artek<\/em> Children\u2019s Center, the Rassvet<\/em> (Sunrise) Center for Humanitarian and Cultural Initiatives, and the pro-Kremlin state-sponsored movement Rukh pershykh<\/em> (Movement of the first).<\/p>\n\n\n\n According to Ukrainian institutions, Russian occupation structures in the temporarily occupied territory of Crimea use such institutions to impose a distorted version of the reasons behind Russia\u2019s invasion of Ukraine on young people, cultivate loyalty to the occupiers, and systematically eradicate Ukrainian identity. Propaganda, forced Russification, ideological indoctrination, and militarization are the tools Russia uses to break the national consciousness of children.<\/p>\n\n\n\n Of particular concern are cases of the forced transfer of Ukrainian children, their unlawful detention in camps, and attempts at illegal adoption. Ukrainian and international human rights organizations qualify these actions as the forcible transfer of children from one national group to another \u2014 a hallmark of genocide under international law.
