Written appeal
According to Article 5 of the Law of Ukraine “On Citizens’ Appeals,” an appeal must contain the surname, name, patronymic, place of residence of the citizen, the essence of the issue raised, comments, suggestions, statements or complaints, requests or demands. A written appeal must be signed by the applicant(s) and dated. In case of non-compliance with these requirements, the appeal is not subject to consideration.

Electronic appeal
In accordance with the Law of Ukraine No. 577-VIII of July 2, 2015 “On Amendments to the Law of Ukraine “On Citizens’ Appeals” regarding electronic appeals and electronic petitions”, starting from October 28, 2015, a written appeal can also be sent via the Internet and electronic communication. Such an appeal must also include the surname, name, patronymic, place of residence, and the essence of the issue (comments, suggestions, statements, complaints, requests or demands). The applicant should also provide an e-mail address to which the response can be sent, or information about other means of communication. The use of a digital signature is not required when sending an electronic appeal.
Please note that according to the decision of the National Security and Defense Council of Ukraine, enacted by the Decree of the President of Ukraine No. 133 dated May 15, 2017, the access of Internet users to the resources of Yandex.ru, Yandex.ua and Mail.ru is restricted. Therefore, in order to ensure that the Mission receives your appeals via e-mail, please do not use the mail services of Russian companies.
We also note that, under the decision of the National Cybersecurity Coordination Center under the National Security and Defense Council of Ukraine, dated September 19, 2024, regarding the minimization of cyber threats associated with the Telegram messenger, the use of Telegram messenger has been discontinued.

Verbal appeals
In accordance with Article 5 of the Law of Ukraine “On Citizens’ Appeals”, an oral appeal is submitted by a citizen by means of telephone communication through designated contact centers, telephone hotlines and recorded (registered) by an official.
