On the direct instruction of the President of Ukraine Volodymyr Zelenskyy, the Mission of the President of Ukraine in the Autonomous Republic of Crimea (hereafter – the Mission), together with a group of state authorities, NGOs, and experts dealing with the issues of reintegration of the temporarily occupied territories, started the development of reintegration policies and priority steps necessary for the effective reintegration of Crimea immedi- ately after its de-occupation. Thus, the Mission has made a number of significant developments that will become an indispensable part of the efforts required to be implemented on the temporarily occupied territories after deoccupation. These steps do not include security issues or measures to restore the defense and law enforce- ment sectors. Currently, these issues are not public and are the responsibility of the Armed Forces of Ukraine. The key directions of the Mission’s activities in this area are described below.
