From June 11th, 2017, residents of the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol can freely exercise the right to visa-free travels to the countries of the European Union provided that they have a biometric passport of the citizen of Ukraine for travelling abroad, which is drawn up to a person since birth.
In order to exercise their right to obtain biometric documents, that prove the identity and confirm the citizenship of Ukraine, Crimean residents have to contact the nearest territorial unit of the State Migration Service located in mainland Ukraine.
1. To obtain a passport for traveling abroad person shall submit:

Application form (is filled in in the Migration Service);

Passport of the citizen of Ukraine (for persons who have reached the age of 14 and permanently reside in Ukraine);

Birth Certificate (in case of first registration of a document for a person who has not reached the age of 14);

Documents confirming the implementation of statutory payments or the original document exemption from such payments.
2. For children under the age of 12, parents (or one of the parents) can order a passport without a child’s personal presence in the Migration Service by filing:

Application Form (is filled in in the Migration Service);

Birth Certificate;
-
Two color photographs sized 3.5×4.5 cm and one photo on a white background sized 10×15 cm;

Documents confirming the implementation of statutory payments or the original document exemption from such payments.
The passport for travelling abroad is issued to persons who have not reached the age of 16 years for four years, and persons who have reached the age of 16 for ten years.
Pay attention!
In case of change of surname or name, the person must submit documents for the exchange of the passport of the citizen of Ukraine for travelling abroad, as the document will be considered invalid.

According to the Law of Ukraine “On ensuring the rights and freedoms of citizens and legal regime on the temporarily occupied territory of Ukraine,” the citizens residing on the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol have the right to receive documents proving the identity and confirming the citizenship of Ukraine, and forced automatic acquisition of citizens of Ukraine residing on the temporarily occupied territory, the citizenship of the Russian Federation is not recognized by Ukraine and is not the reason for the deprivation of the citizenship of Ukraine.
In accordance with the Law of Ukraine “On Citizenship”, he citizen of Ukraine, who according to the current legislation of Ukraine is the one who permanently resides abroad, may surrender the citizenship of Ukraine only upon his request. Registration of the renunciation of the citizenship of Ukraine is carried out by the corresponding application of the person in the name of the President of Ukraine, which is submitted to a foreign diplomatic institution. The date of termination of the citizenship of Ukraine in this case is the date of publication of the relevant Decree of the President of Ukraine. Thus, the Russian Federation, the state that temporarily occupies the Autonomous Republic of Crimea and the city of Sevastopol, can not take any decisions on the termination of Ukrainian citizenship of the inhabitants of the Crimean peninsula. There is no need for the residents of the temporarily occupied territory of Ukraine to file applications for the preservation of Ukrainian citizenship.
Even under the conditions of the temporary occupation of the Autonomous Republic of Crimea and the city of Sevastopol, Ukraine leaves the door open to he civilized world for the Crimean citizens, that once again confirms the inevitability of restoring Ukraine’s sovereignty and territorial integrity.
