We present to the public the thesis on the Concept of the state policy of protection and restoration of human rights and fundamental freedoms in the conditions of armed conflict on the territory of Ukraine and the overcoming its consequences (Concept of transitional justice).
The Concept is a framework document for the implementation of transitional justice approaches in Ukraine, as well as for the development of draft laws, other normative-legal acts and action plans on the issues of protection of human rights and fundamental freedoms in the conditions of armed conflict on the territory of Ukraine and overcoming its consequences.
The President of Ukraine, as the Head of State, supported the initiative of the public and the expert community and officially launched the work on transitional justice in Ukraine. In particular, back in October 2019, he entrusted the Working Group on reintegration of the temporarily occupied territories of the Legal Reform Commission under the President of Ukraine to develop a national model of transitional justice.
This draft Concept is submitted for approval by the Decree of the President of Ukraine, which will consolidate the already existing positive state practices and begin to develop a national legal framework for overcoming the consequences of war.
Government will develop an Action Plan to implement the Concept, which will include the development and adoption of key laws (including amnesty, lustration, etc.).
