On 18 September 2018 the Permanent Representative of the President of Ukraine in ARC Borys Babin reported at the meeting of the Committee of Verkhovna Rada of Ukraine for Informatization and Communications concerning the issues of broadcasting, press, informatization and electronic networks in the temporarily occupied territory of Ukraine in Crimea.

Among the participants of the Committee were the Head of the State Agency for E-Governance of Ukraine, Director of Broadcasting, Radiocommunications & Television Concern, Director of the Department of the State Service for Special Communications and Information Protection of Ukraine, Director of the Department of Communication of National Commission for the state regulation of communication and informatization, the Deputy Head of the Directorate of the Ministry of the temporarily Occupied Territories and IDP’s of Ukraine, representatives of other state bodies.

Borys Babin stressed in his report on illegal establishing the Russian information networks, mobile and Internet communications, printed media, post services, tele-radio communications by the state-aggressor bodies and entitites in the occupied Crimea. A special attention was paid to illegal Russian TV and radio broadcasting spread over the temporarily occupied territory and the adjacent districts of Kherson region.

In particular, he raised the issues of illegal postal services, carried out from the temporarily occupied Crimea, urgently needed to be elaborated by the “Ukrposhta” departments and improvement of sanctioning policy to be implemented in this sphere. During the discussion the members of the Committee paid their attention to the national organizational and legal response to the current informational and communication situation in the occupied territory and the international pressure on the state-aggressor.

As the result, the Committee supported the relevant tasks of the Plan of Urgent Measures on Counteraction of Russia’s Aggression from the TOT of Ukraine in Crimea, on Protection of the Interests of State, of Citizens of Ukraine and of Ukrainian Legal Persons in Crimea for 2018–2019 and approved a number of specific measures for parliamentary response.
