Ukraine has created the most favorable conditions for obtaining education by the Ukrainian citizens residing on the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol by introducing a simplified procedure for entrance to higher education institutions and state focused support of obtaining education.
Admission conditions to the higher educational establishments of Ukraine in 2017 clearly define the peculiarities of admission to higher educational establishments of persons residing on the temporarily occupied territory or having moved from it since the 01st day of January, 2017.
Simplified entrance to the higher educational establishments of Ukraine is carried out through the educational centers “Crimea-Ukraine” established on the basis of 12 universities defined by the Ministry of Education and Science of Ukraine as authorized and takes into account that the graduate from Crimea doesn’t have Ukrainian graduate certificate and External Independent Testing Certificate (EIT).
Graduates from Crimea enter the competent higher educational establishments to study for the state budget funds within established quota: 20% from maximum (total) volume of state orders under open and closed bids. Seats on quotas are announced simultaneously with the announcement of the maximum (total) volume of state orders.
For entrance to higher educational establishment under simplified procedure the resident of the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol should do the following:
• choose educational center “Crimea-Ukraine”;
• personally file an application;
• fill in educational declaration;
• pass two state final exams: the Ukrainian Language and the History of Ukraine and one entrance exam (is determined by the higher educational institution).
To enter the specialty, for which creativity competition instead entrance examination is required, the corresponding creativity competition is held. These applicants obtain in general educational institution, which is the part of the chosen educational center, a temporary certificate, which is to be replaced during three months with a state standard document on education (diploma or certificate).
In 2017 educational centers “Crimea-Ukraine” will operate since the 19th day of June to the 30th day of September.

Graduates from the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol, who have state standard certificates and positive results of External Independent Testing, can enter any higher educational establishment in Ukraine.
