Today, the Cabinet of Ministers of Ukraine has approved a new version of the action plan for the implementation of the Strategy for De-occupation and Reintegration of the Temporarily Occupied Territory of the Autonomous Republic of Crimea and the city of Sevastopol. The amendments update the action plan to take into account the realities of the full-scale invasion and the experience of restoring the de-occupied territories, in particular Kherson region.
The Mission supplemented the new plan with tasks to develop a draft law on the peculiarities of restoring public authorities in the liberated Crimea, as well as to define criteria for assessing the holding of elections in the de-occupied territory. Updating the plan will help identify current priorities in the reintegration of the de-occupied territories.
It should be noted that the National Security and Defense Council of Ukraine has begun collecting proposals from government agencies to amend the De-occupation and Reintegration Strategy itself to include areas that could not have been foreseen before the full-scale Russian invasion, as the relevant Strategy was approved by a decree of President of Ukraine Volodymyr Zelenskyy in early 2021.
