In May, 11 2018 the regular meeting of the Mission on decision of the current issues concerning the TOT of Ukraine in Crimea took place, headed by the Permanent Representative of the President of Ukraine Borys Babin. At the meeting it was discussed the opening the Administrative Service Centers (ASC) in the districts adjacent to Crimea; prevention the illegal transportation of passengers to/from Crimea; eliminating risks as a result of usage of the waters of Syvash and North Crimean Canal; the implementation of the entrance campaign 2018 “Crimea- Ukraine”; the establishment of the subdivisions of the Main Directorate of the National Police in ARC and Sevastopol in Kherson oblast and the regulations of the check points crossing along with the domestic animals.
The participants of the meeting took into consideration the situation of slow-down in the opening of the ASC in Novotroitsk district due to incomplete purchase of equipment and in Chaplynka district due to the procedure of transferring the equipment from the balance of the State district administration to the one of the territorial community. It was heard the representatives of Novooleksiivka and Kalanchak territorial communities on issue of obtaining funds and purchasing the equipment for the ASC. It was pleased to listen the information about the ASC to be opened in Khavka and Oleshky in June 2018; opening of the subdivision of the State Enterprise “Document’ in Kherson in May,30 2018; about increasing on 20 points the number apparatus in the Sate Migration Service of Ukraine in Kherson region to the end of 2018. The representatives of the State Migration Service approved the impossibility to open the ASC within or near the check points. The Permanent Representative again paid attention on the lack of legal passenger transportation to/from the check points and noticed a self –withdrawal of the regional and district state administrations to provide an appropriate number of routs and traffic to move between the check point “Kalanchak” and the Kalanchak, Chaplynka settlements and Kherson city, between the check point “Chongar” and Novooleksiivka settlement and Genichesk town. The attention was drawn to the improper level of counteraction of the illegal transportation by the law enforcement bodies.
The law enforcement bodies’ attention was drawn to the attempts of the persons who provide the economic activity in the Syvash waters and to obtain the documents, concerning the boundary line with the TOT that may cause significant political and legal threats. As well as it was paid attention to security and corruption risks concerning to the attempts of the occupying authorities to establish a water supply through the North Crimean Canal by lobbing the decisions – making in the courts of Ukraine. It was discussed the framework of the cooperation of all profile departments in facilitating the promotion of printed social advertisements of Universities of Ukraine, first of all those which are situated in Zaporizhya, Odesa and Kherson oblasts among the people coming from the temporarily occupied Crimea.
The attention of the law enforcement bodies was drawn to the adopted Prescript of the Main State Veterinary Inspector of Ukraine dated March, 28 2018 № 31 which allows to carry household pets with a valid sanitary and veterinary passport by the citizens of Ukraine, residing in Crimea or IDPs from Crimea.
It was stressed the only sanitary and veterinary passport should be available to cross the check points along with the pet. Also it was noticed that the Order dated March, 28 2018 № 31 did not establish the requirements to the abovementioned passports, in particular to those issued by the private structures in the TOT of Ukraine in Crimea. That is why it is necessary to develop the proposals of amendments to other legal instruments by the Mission. At the same time the sanitary and veterinary passport issued in the mainland of Ukraine is a ground to cross the check points by the owner along with the domestic animal.
