On 3 September 2018 the prospects of vessels operation of the State Enterprise “Ukrainian Sea Ports Authority” under the aggressive actions of RF in the Sea of Azov aimed to restriction on access to the seaports of Ukraine were discussed at the meeting, headed by the State Secretary of the Ministry of Infrastructure of Ukraine Andrew Hulushka. The Head of the Department of International Connection Yevhen Samuha and the Chief Consultant of the Department of Legal Analysis participated in the meeting. The Mission’s position was highlighted concerning the current juridical and political risks existing for the vessels flying the Flag of Ukraine and the state property of Ukraine due to the collaboration with occupying authorities of RF in Crimea and the institutions with sanction being imposed. In particular, the attention was drawn to the vessels passing through the Kerch – Yenicale Canal and the lack of the current legal framework to use the Kerch Straight. The decision was to submit the proposals for further consideration to the Government of Ukraine and National Security and Defense Council in order to determine the juridical and legal solution.
