On April, 11 the Permanent Representative of the President of Ukraine in ARC Borys Babin, his First Deputy Izet Gdanov and the officials of the Mission held in Kyiv a working meeting on facilitating to realize the social, cultural, educational and property rights of the citizens of Ukraine, replacing from the TOT of Ukraine in Crimea, the IDPs from the peninsula. The participants of the meeting were the leadership and the officials of the structural subdivisions of the Vinnitsa, Donetsk, Zhitomyr, Kyiv, Lugansk, Poltava, Sumy, Kharkiv, Chernigiv Regional State Administrations, representatives of the Special Monitoring Mission of OSCE in Ukraine, the UN Human Rights Monitoring Mission in Ukraine, scientists and the officials of the National Academy of Public Administration at the Presidential Ukraine.
The current issues of IDPs from Crimea typical for the central and northern regions of the mainland of Ukraine were discussed in the cause of the meeting, particularly – the provision of the temporarily housing, education in the context of the entrance campaign of 2018, accessibility to the qualified medical care, promotion of employment, verification of the recipients of social services etc.
Borys Babin drew the participant’s attention to the possible increase of the IDPs’ number from Crimea due to the strengthening of the political repression after so-called presidential elections in the occupied peninsula. That is why to decide this problem it is necessary to implement the efficient mechanisms of the temporarily housing provision for the Crimean residents, the joint cooperation to obtain funds from the state, local budgets and receive technical support from the international donors. Also the Permanent Representative stressed on the necessity for the entrance campaign promotion to be implemented for the Crimean residents to enter the Higher Educational Establishments in 2018.
As a results of the meeting it was decided to make the necessary arrangements in order to facilitate the realization of the social, cultural, educational and property rights of the citizens of Ukraine, replacing from the TOT of Ukraine in Crimea on the equal basis with the population of the region within the appropriate regional programs, and in working with the Mission to deal with the problems, would emerge in the process of adaptation and integration of the Crimean inhabitants into the life of the local communities; make an available information for IDPs and for the residents of TOT about the secondary and higher education in the educational institutions of the region; to undertake the funding assessment and tasks implementation of the appropriate programs concerning IDPs, development the possibility to subside the IDPs from the State budget in order to provide them with the qualified medical support. At last it was developed the algorithm of monthly and quarterly reports delivery on above emphasized issues of IDPs in the regions.
