On 7-8 November 2018 the International Conference “The Hybrid War Decade: Lessons Learned to Move Forward Successfully” was held in the framework of the platform “Ukraine-NATO” by Government Office for European and Euro-Atlantic Integration and Ministry of Foreign Affairs of Ukraine at the Hennadii Udovenko Diplomatic Academy of Ukraine. Opening the conference, the President of Ukraine Petro Poroshenko in his speech noted that being at the cutting edge of the Russian hybrid war, Ukraine has a great deal of experience that can be shared with our partners. “Information attacks, attempts to destabilize the situation inside the country, energy blackmail, complete embargo and closure of markets, influence through religious organizations is not a complete Moscow’s toolkit, which finally received the name of the hybrid war of Russia against Ukraine,” said the President
In the discussions concerning the political, military and informational dimensions of hybrid war, cyber-threats, activity of security services, the Ukrainian and foreign authorities as well as the experts of a world level highlighted the common approach to the security-related issues, in particular those on cooperation between Ukraine and European and Euro Atlantic partners.
Among the speakers of the conference, were the Chairman of Verkhovna Rada of Ukraine Andriy Parubiy, the Vice Prime Minister on European and Euro-Atlantic Integration of Ukraine Ivanna Klympush Tsyntsdze, People’s Deputies, the officials of the National Security and Defense Council of Ukraine, of the Ministry of Defense, of the MFA of Ukraine, of the Ministry of Information Policy of Ukraine, of the Ministry of TOT and IDPs of Ukraine, of the Security Service of Ukraine, the Advisor on National Security to the Presidents of Ukraine Volodymyr Gorbulin, ex-Prime Minister of Ukraine Yevhen Marchuk, the Assistant Secretary General for Emerging Security Challenges Antonio Missiroli, ex-President of Lithuania Valdis Zatlers, Finland’s first Ambassador for Hybrid Affairs, Mikko Kinnunen , Director of NATO Strategic Communication Center in Riga Yanis Sarts and others. The Head of the Department of International Connections represented the Mission of the President of Ukraine in ARC at the conference.
