On October 16, President of Ukraine Volodymyr Zelenskyy addressed the Verkhovna Rada of Ukraine, publicly unveiling the Victory Plan — a set of military, economic, and political measures designed to help secure victory in the war against Russia and achieve a just peace.
“The Victory Plan of Ukraine is a plan to strengthen our state, a plan to reinforce our positions: to be strong enough to bring the war to an end and ensure that Ukraine stands with all its might,” emphasized the President of Ukraine.
During his address, Zelenskyy stated that the Victory Plan consists of five points and three secret annexes. The first point is geopolitical, the second and third are military, the fourth is economic, and the fifth point pertains to security.
- The first point is an invitation for Ukraine to join NATO
- The second point focuses on strengthening defense and extending military actions onto Russian territory.
- The third point involves military, non-nuclear deterrence of Russia. Zelenskyy mentioned that the classified annex to this point has been shared with the leaders of the United States, the United Kingdom, France, Italy, and Germany, and in the future, it will also be presented to the leaders of other states.
- The fourth point outlines the development of Ukraine’s strategic economic potential.
- The fifth point is designed for the post-war period. Zelenskyy noted that after the war, Ukraine will have one of the most experienced and largest military contingents, consisting of soldiers with real combat experience in modern warfare and familiarity with the use of Western weapons.
“For decades, Russia has exploited geopolitical uncertainty in Europe, particularly the fact that Ukraine is not a NATO member. This tempted Russia to encroach on Ukraine’s security. Now, an invitation to Ukraine to join NATO could become a fundamental step toward peace. Putin needs to see that his geopolitical calculations have failed. Russians must realize that their “tsar” has lost geopolitically,” said Volodymyr Zelenskyy.
The President also emphasized that Ukraine proposes a special agreement with the United States and its partners, including the European Union, on the joint protection of critical resources in Ukraine. According to him, such an agreement would ensure peace through a strong economy, driven by joint investment and the utilization of Ukraine’s economic potential.
In his speech, the President of Ukraine also referenced Ukraine’s Peace Formula, one of the key elements of which is the release of all prisoners and deportees, including Ukrainian children, food security, and the restoration of Ukraine’s territorial integrity, including the de-occupation of Crimea.
“We hear the word ‘negotiations’ from our partners, but the word ‘justice’ is mentioned far less often. Ukraine is open to diplomacy, but only honest diplomacy. That is why we have the Peace Formula. It guarantees negotiations without forcing Ukraine into injustice. Ukrainians deserve a just peace,” emphasized Volodymyr Zelenskyy.
It is worth noting that Ukraine has already presented the Victory Plan to the leadership of the United States, the United Kingdom, Germany, Italy, and France. According to the President of Ukraine, the country’s partners, to whom the plan has already been presented, have approached it “practically and attentively.” The President now plans to attend the EU summit to present the plan to Ukraine’s European partners.
