2022 de-occupation experience revealed the extent of tasks and challenges that Ukraine should address immediately after it regains control over its territories. This daring task requires people who will constitute a talent pool for the executive branch; those who can professionally initiate internal processes and launch partnerships with businesses, donors, civil society, and the public.

The program was initiated by the Mission of the President of Ukraine in the Autonomous Republic of Crimea and is being implemented by MIM Business School with the support of the Office of the President of Ukraine. The program will provide training for public officials who have demonstrated their readiness to work in public office after the liberation of the territories of Ukraine. The Reintegration Management Program (RMP), starting on April 12, 2024, is designed to provide students with knowledge of managerial psychology, help them master project management skills that meet PMI (Project Management Institute) standards, and understand how to apply business processes in their own management activities. A better understanding of investors’ decision-making approaches and ways to make the region attractive to them is another expected outcome of the program.

In the opinion of Tamila Tasheva, the Permanent Representative of the President of Ukraine in the Autonomous Republic of Crimea, Ukraine needs 50,000 managers to represent the government after de-occupation in Crimea alone. Thus, it was jointly decided to launch a pilot training program for potential top managers—the future leadership of military and civil-military administrations.

“After the de-occupation, we will face an extreme need for human resources in Crimea. Local authorities, educational institutions, institutions, and various organizations will need motivated professionals. Therefore, the training of future public officials under the Reintegration Management Program is instrumental in preparing highly skilled professionals who will ensure the sound governance of the de-occupied territory in the future, prevent national security threats, and avoid civil conflicts. A well-trained talent pipeline for the de-occupied Crimea is critical for the seamless stabilization period that will have a positive impact and secure sustainable peace,” Tamila Tasheva, the Permanent Representative of the President of Ukraine in the Autonomous Republic of Crimea, stated. 

The program will feature meetings with top managers, current and former government officials, and business executives to share practical experiences. Fundamentals of history, culture, and national memory of the currently occupied regions will be incorporated into the curriculum.

“We are doing our best to shape the future, despite the difficult and unpredictable situation at the front. We do not know yet whether the efforts of our Armed Forces or a black swan arrival are going to change it. However, we are launching the Reintegration Management Program project now. Within six months, at least one hundred managers are going to master effective instruments to run their offices. We have already developed and run programs for Armed Forces leadership and Ukroboronprom, implemented the School of Mayors project, and delivered the MBA in Public Administration program. Our graduates are at the helm of key Ukrainian military aid foundations. And we are confident that the knowledge they have gained with us helps them make better management decisions that work for the future,” Iryna Tykhomyrova, President of MIM Business School said.

After rigorous selection process admitted applicants participate in the program free of charge due to the support of the Ukraine Confidence Building Initiative (UCBI) project of the United States Agency for International Development (USAID).

Individual projects of the program participants to be implemented in the de-occupied territories is a crucial part of the program. The creation of the alumni community and the establishment of the solutions database open for all RMP alumni are two other extremely valuable outcomes of the program.
