Permanent Representative Olha Kuryshko joined the High-Level Dialogue V “Good Democratic Governance in Ukraine: Achievements, Challenges and the Way Forward in the Post-War Period”. The event is being held in Strasbourg from April 1 to 2.
Within the framework of the discussion, participants focused on a key issue of post-war life — restoring the functioning of state power and local self-government after the de-occupation of the temporarily occupied territories, including Crimea.

In her speech, Olha Kuryshko emphasized that the restoration process must include launching reforms that were stalled due to the temporary occupation, as well as rebooting state authorities while considering the specifics of their formation. She noted that this process must be based on rebuilding trust, ensuring the rule of law, and justice, as these factors are vital for the resilience of Ukrainian democracy after the territories are de-occupied. The participants also discussed already developed legislative initiatives concerning the reboot of the management system in the temporarily occupied territories.
Olha Kuryshko specifically highlighted that the Mission has already developed the primary steps to restore local authorities after the de-occupation of Crimea. These steps envisage launching public administration bodies, staffing, and preparing a legal framework that considers the specific status of the autonomy.
