The Ministry of Education and Science of Ukraine has approved a Standard Educational Program aimed at ensuring the right to quality education for students who live or have lived in the temporarily occupied territories of Ukraine. The program takes into account security risks, technical limitations, and the psycho-emotional state of children, offering a flexible approach to organizing the learning process.
What is this program?
The Standard Educational Program is designed for general secondary education institutions that have established special classes or groups for students from the temporarily occupied territories. It provides for the use of modern digital tools, including the All-Ukrainian Online School platform, video lessons, and other resources to ensure access to education.
Who is eligible to study?
The program is intended for:
- Students residing in temporarily occupied territories;
- Children who left the TOT and previously had no access to the Ukrainian education system;
- Students enrolled in special classes or groups within schools in Ukraine.
What learning formats are available?
- Distance learning using online resources;
- Pedagogical support through individual tutoring;
- Family-based education or external studies (examinations without attending classes);
- Asynchronous learning, allowing students to study at a convenient time.
What are the key features of the program?
- Ukrainian studies focus: Emphasis on learning the Ukrainian language, literature, history, and fostering national identity.
- Flexible allocation of study hours based on students’ individual needs.
- Opportunity to study the language of an Indigenous people or national minority.
- Additional hours for individual consultations and group classes, including preparation for the State Final Attestation (DPA) and the National Multi-Subject Test (NMT).
- Individual learning paths to help overcome educational gaps.
How is student performance assessed?
Assessment of students’ knowledge and skills is conducted in accordance with national education standards. If desired, evaluations can be completed remotely. Students finishing the program must undergo annual assessments in designated subjects to receive an official certificate of education. Those studying externally who do not yet hold a certificate for Grade 9 have the option to complete assessments for both Grades 9 and 11 simultaneously.
