The Order on entry/exit to/from the temporary occupied territory of Ukraine Autonomous Republic of Crimea has been amended for the vehicle in the absence of a registration document (technical passport) for such a vehicle.

On 26 May the Cabinet of Ministers of Ukraine adopted the Order “On amendments to the orders of the Cabinet of Ministers of Ukraine dated 06 June 2015 № 367 and 17 July 2019 № 815”, which amended the Order on entry/exit to/from the temporary occupied territory of Ukraine.

The amendments provide the entry/exit permissions to/from the temporarily occupied territory for vehicles (mopeds, motorcycles, passenger cars under the Road Traffic Regulations belong to categories A1, A, B) with the vehicle registration document; but the drivers who do not own the vehicle should have a power of attorney to drive the vehicle, certified in accordance by the law of Ukraine “On Notary”. 

In case of loss of the registration vehicle document or its unsuitability for ongoing use, the owner or a person lawfully driving the vehicle (or other authorized persons) are permitted one-way exit by the vehicle from the temporarily occupied territory on a copy vehicle registration card which confirms the state registration of the vehicle in the territory of Ukraine.

A copy vehicle registration card is issued by Territorial Administrative Center of the Ministry of Internal Affairs of Ukraine on the basis of an identity personal document confirming credentials of the representative (in case of an application via an authorized representative) and application submitted by the owner of the vehicle (or his authorized representative) on the day of application.

As soon as the Regulation enters into force, particularly in 30 days from the date of publications, the citizens of Ukraine will be able to one way exit from the temporarily occupied territory of the Autonomous Republic of Crimea and city of Sevastopol by their own vehicles to restore their vehicle registration documents in accordance with established procedures. However, a copy of vehicle registration card should be obtained beforehand.
