On 17 October the Permanent Representative of the President of Ukraine in ARC Borys Babin reported on the issues of counteraction of Russia’s aggression, de-occupation and reintegration of temporarily occupied territory of Ukraine in Crimea into Ukraine at the meeting Verkhovna Rada Committee of Ukraine on State Building, Regional Policy and Local Self-Government.
Among the members of the Committee, the meeting was attended by the representatives of the Chamber of Commerce and Industry of Ukraine, Ministry of Temporarily Occupied Territories and IDP’s of Ukraine, all-Ukrainian associations, self-governmental bodies, public organizations.
In his report, Borys Babin informed on the illegal power system of the occupying authorities of Russia in Crimea and on the state governmental authorities of Ukraine regarding ARC and Sevastopol, on their mandates on issues of TOT of Ukraine in Crimea.
Boris Babin emphasized the current activity of the Mission in the context of opening of the network of Administrative Service Centers in the neighboring districts to Crimea. Particular attention was paid to the relocation of the law enforcement bodies to the territory, adjacent to the temporarily occupied Crimea. In particular, Borys Babin pointed out the need to restrict legislatively the visits to the occupied territory by the individuals who had access to the State’s secrets and the need for infrastructure development in the territories, adjacent to TOT.
The Permanent Representative noted the low level of implementation of Parliamentary hearings` Reccomendations “Strategy of Reintegration of TOT of Ukraine in ARC and Sevastopol in Ukraine: Issues, Methods and Tools”, approved on 22 September 2016 by the Regulation of Verkhovna Rada of Ukraine, particularly he concerned the gaps in coherent draft legislation proceedings, foreseen by this Reccomendations. In addition, Borys Babin noted the low level of coordination and collaboration between the central and local authorities on implementation of the rules of the Plan for Realization the Internal State Policy for TOT of Ukraine in ARC and Sevastopol, adopted by the Prescript of the Cabinet of Ministers of Ukraine, dated on 28 March № 218 as well Permanent Representative mentiioned the lack of public information on the status of this Plan`s implementation.
In response to the Permanent Representative`s report, the Committee took into account the efforts of the Mission to implement the Plan of Urgent Actions on Counteraction of Russian Aggression from the Temporarily Occupied Territory of Ukraine in Crimea, Protection of the Interests of State, Citizens of Ukraine and Ukrainian Legal Persons in Crimea for the 2018 – 2019.
