In July,13 the First Deputy of the Permanent Representative Izet Gdanov took part in the Sitting of the Budget Committee of Verkhovna Rada of Ukraine led by the Head of the Committee Amdriy Pavlenko. The participants of the meeting were the Head of the Kherson State Regional Administration, the Head of the Kherson Regional Council, the Head of Mejlis of Crimean Tatar People, the representatives of the central executive bodies. Andriy Pavlenko noted that among the priorities of the agenda is a pressed issue of the temporarily occupied territory of Ukraine in Crimea. During the meeting, the implementation of the State policy on the temporarily occupied Crimea was discussed.
Izet Gdanov emphasized the problems in the context of the discussed issue. Concerning the security sector, the First Deputy stressed on the importance of extra funding for Armed Forces of Ukraine and law enforcement bodies to improve security in the Azov –Black Sea region in order to counteract the threat posed by Russia’s aggression. Furthermore, Izet Gdanov highlighted the economic complications regarding domestic and international trade networks in Crimea, particularly the raw materials (including ilmenite) supply to the Crimean enterprises, producing military and dual use goods. It was pointed out that some persons involved in such a destructive processes could have the status of the People’s Deputies today and could affect the State police on Crimea.
The First Deputy paid a special attention on the problem of providing temporarily housing for the IDPs from Crimea and particularly for the of the political prisoners` family members. He stressed on the importance of the issue, particularly on the need of budget funding for building and reconstruction of the social hostels. Discussing the issue of funding of the check points equipment Izet Gdanov noted that under the unknown reasons the Mission had not been invited to develop and discuss the project on equipment of the check points “Kalanchak” and “Chongar”.
The First Deputy pointed out the drawbacks of the abovementioned projects from the political, protection and security standpoints and the necessity of their further development. Despite the purpose of the projects directed on the implementation of the Plan of the Internal State Policy, concerning the Temporarily Occupied Territory in ARC and Sevastopol City, adopted by the Governmental Prescript on March 28 № 218-p. Izet Gdanov noted that the Mission was not involved into the development of this Plan and was not even included into list of the implementers of the Plan’s tasks also.
Under the current situation Izet Gdanov proposed to address to the Prime Minister of Ukraine for the amendments to be made in the mentioned Governmental Prescript and to the Plan to involve the Mission of the President of Ukraine in ARC into the implementation of this Plan.
