On 11 May, the United Kingdom and the European Union imposed a new package of sanctions against individuals and entities connected to temporarily occupied Crimea, as well as to the Russian Federation’s programmes for the deportation, indoctrination, and militarisation of Ukrainian children.
The sanctions target children’s camps and sanatoria on the occupied peninsula which, according to the British government, have been involved in the forced deportation and “re-education” of Ukrainian children. These include the Crimean children’s sanatorium “Zdravnitsa”, the “Alyye Parusa” children’s centre, the “Zhemchuzhina”, “Art-Kvest”, “Solnechnaya Tavrika”, “Selet — Ak Bars”, and “Rossiya” camps, as well as the “Center for Development and Support of Tourism Business”, the A. V. Kazakevich camp, and the “Yolochka” orphanage.
Sanctions also apply to other entities in Yevpatoriia, Yalta, Saky, Simferopol, Sevastopol, and Pishchane, which, according to London’s assessment, have facilitated the implementation of Russian policies regarding Ukrainian children in the occupied territories.
The Mission systematically prepared and submitted proposals to authorised state bodies regarding individuals involved in implementing occupation policies in the sphere of indoctrination and militarisation of children and youth in the temporarily occupied territories. Specifically, the Mission submitted proposals concerning the following individuals:
- Vladislav Golovin — participant in the formation and implementation of the policy of militarisation of youth in the temporarily occupied territories of Ukraine;
- Marina Slonchenko — head of the so-called youth affairs department of Sevastopol, involved in spreading Russian propaganda among youth;
- Nataliia Shevchuk — director of the regional branch of DOSAAF in Sevastopol, which carries out so-called military-patriotic training of youth for service in the armed forces of the Russian Federation;
- Oleksey Zinchenko — individual involved in organising events aimed at the militarisation of children and youth, particularly within the activities of the “Artek” International Children’s Centre;
- Regional branch of DOSAAF in Sevastopol — a structure involved in the militarisation of the educational process in the temporarily occupied territory of Crimea.
The introduction of new sanctions against these individuals and organisations is an important step towards holding accountable those who participate in the militarisation of Ukrainian children, the spread of propaganda, and the implementation of the aggressor state’s policy in the temporarily occupied territory of Crimea.
