On 19 June 2019 the First Deputy of the Permanent Representative of the President of AR of Crimea Izet Gdanov held a meeting which brought together the representatives of Kherson State Administration, the Main Directorates of National Policy in Kherson region and AR of Crimea, Departments of Security Service of Ukraine in Kherson region and AR of Crimea, the State Migration Service, the State Fiscal Service, the State Border Guard Service, Mejlis of Crimea Tatar People and officials of Northern Crimean Channel.
At the meeting, it was discussed the most important issues for the citizens of the temporarily occupied Crimea as follows:
- residential registration of Crimeans;
– equipment of the checkpoints to meet the minimum needs to cross the administrative boundary line with the TOT of AR of Crimea;
– combating the illegal economic activity in Crimea, including the illicit usage of natural resources, producing and selling of excisable goods and activity within so –called “free economic zone”;
– situation in the districts of Kherson region, adjacent to the TOT of AR of Crimea;
combating the raw materials supply to the Crimean chemical industry enterprises; - rapid and operational response of SSU and national Policy to the statements of politicians, civic activists, famous officials on restoration of water and electricity supply, railway, bus and air links with TOT of AR of Crimea.
- preparations to the Day of the Crimean Tartar’s Flag to be held on 26 June 2019;
Regarding the residential registration of Crimeans
Concerning the issues of residential registration of Crimeans to exercise their rights as citizens of Ukraine to education in Ukraine and to vote at the elections, the interlocutors supported the proposals of the Mission to amend the Law of Ukraine “On freedom of movement and free choice of place of residence in Ukraine” in order to provide the possibility to register in Crimea.
Regarding the equipment of the checkpoints on ABL with TOT of AR of Crimea with the basic needs
The interlocutors expressed their clear preference for the provision of basic needs to cross the ABL with the TOT of AR of Crimea.
First, it includes the repair of road surface, pedestrian ways, installation of lightning, sheds, equipment of temporal bus station, mother and child room, establishment of water supply and sanitary zone. It does not need much time and money but it greatly easies the crossing of ABL by people.
Meanwhile, the official were against the construction of administrative service centers, bus stations, catering establishments near the checkpoints. After all, it temporary border with the occupied Crimea. To built large structures there is inappropriate both from the economic point of view and from the point of view of restoring the territorial integrity of Ukraine.
Besides, the construction of the administrative service centers near the checkpoints poses a threat from the occupying authorities for the citizens, crossing the ABL.
In this regard, the Mission opposes the construction of the administrative service centers near the checkpoints and insists on the quickest arrangement of basic needs for crossing the ABL. Also, the Mission will rise a question of a compulsory agreement of such projects before the Ministry of Infrastructure that has not been done on preparing the decision on the development of infrastructure near the checkpoints in 2018.
Regarding the combating the illegal economic activity in Crimea including the illicit usage of natural resources, producing and selling of excisable goods and activity within so –called “free economic zone”
The Mission has analyzed and sent the information the law enforcement bodies on illicit economic activity in Crimea, particularly regarding 29 companies, reregistered according the RF laws in the TOT of AR of Crimea, and illegal use natural resources including 41 Ukrainian companies, reregistered according to the RF laws and unlawfully produce and sell excisable goods.
The Mission pointed out the need to respond in the framework of criminal proceedings to activity of the economic entities, registered in accordance with the RF laws in the TOT of AR of Crimea including foreign companies of so called “free economic zone”, imposed by the occupier.
On situation in the districts of Kherson region, adjacent to TOT of AR of Crimea
During the meeting, Izet Gdanov stressed again on establishment of enough number of legal transport routs between the settlements of Kherson region and the checkpoints on the ABL with Crimea and warned that unlawful transport links would be brought to a stop.
On counteracting the supply of raw materials for the chemical enterprises in Crimea
During the meeting, the need to counteract the relaunch of pumping station in the Cape Kutara, which provided the Soda and Bromine factories with the raw materials and which has been shut down through joint efforts of SSU in AR of Crimea and the Mission.
Additionally, the issue to halt the supply of ilmenite from the mainland Ukraine to TOT of AR of Crimea via Turkey.
The Day of the Crimean Tartar Flag at the checkpoint “Kalanchak”
In the framework of the meeting on Crimean issues Izet Gdanov, Lenur Lumanov, the head of the Regional Mejlis of Crimean Tartar People, and Ambedgit Suleimanov, the head of Mejlis in Kherson region discussed the current situation on human rights in the temporarily occupied Crimea and searches, detentions of Crimean Tartars by the occupying authorities significantly.
They also discussed the commemoration of the Day of Crimean Tartar Flag on 26 June, including the events to be held at the checkpoint “Kalanchak” on the initiative of the Mission.
