In June 26, 2018 the officials of Departments of International Connections and Legal Analysis of the Mission of the President of Ukraine in ARC took part in the International scientific and practical conference “Legal Regulation of Decentralization in Ukraine: Security Aspects” devoted to 22nd Anniversary of the Constitution of Ukraine, held in the Legislation Institute of the Verkhovna Rada of Ukraine.
The participants of the conference were the Director of the Legislation Institute of the Verkhovna Rada of Ukraine Olexandr Kopylenko, the Deputy Secretary of the National Security and Defence Council Oleksand Lytvynenko, the Assistant Director of the Geneva Centre for the Democratic Control of Armed Forces (DCAF), Director of Center for Army, Conversion and Disarmament Studies Valentyn Budrak, officials of the Legislation Institute, scientists and representatives of non-governmental organizations.
In the framework of the conference it was discussed the state and the prospects of the legal provision of the reform of decentralization in Ukraine, the security of the self-governmental reforming of the state border guard defense, establishing the rule of law and order, improving the local law enforcement bodies system. Also it was discussed the need to develop the Concept of National Security of Ukraine accounting the foreign experience of national security while implementing the decentralization reform.
During the conference the officials of the Mission emphasized the current issues of the implementation of decentralization in the territorial communities in the Kherson region within the context of the Russia’s aggression from the temporarily occupied territory and adjacent sea waters. In particular the negative effects and risks regarding the slowdown in implementation of such decentralization in some districts adjacent to Crimea were pointed out, as they could be characterized as an artificial ones.
