On February,22 in the village Novotroitske the sheduled meeting of Work Group on decisison the urgent issues of TOT of Ukraine in Crimea headed by the Permanent Representative of the President of Ukraine in ARC took place. The participants of the meeting included the memebers of Work Group, the emploeers of the Mission, the heads of Novotroitsky State Administration, District Council, Village Councils situated nearby the Syvash Bay, representatives of state authorities, local and regional Medjlises of Crimean Tatars People.

The prospects of establishment the administrative centers in Novotroitsky for issuring the passports to the cirizens of Ukraine was discussed during the meeting. It was stressed after the equipment was purchased with an ammount from territorial communities funds the appropriete services as for the citizens of the district so for ukrainian citizens of TOT of Crimea would be given by the beginning of the summer 2018.
According to the data of territorial subdivision of the State Migration Service of Ukraine (SMSU) in 2017 the Novotroitsky Department of SMSU issued 4000 passports of citizens of Ukraine to the residents of Crimea that is more then to the inhabitants of the district. However it is noted that during 2017 more than 300 certificates of birth and 30 certificates of marriage were issued to the residents of Crimea.
“The involvement of international technical support for the empowerment of the administrative centers will be decided by the Mission after it starts working”, the Permanent Representative pointed out. The participants concluded with emphasis on the need of establishing the regular passenger inter- transporting between the check point “Chongar” and the village of Novotroitske, in particular for obtaining the services by the citizens coming from Crimea in the administrative centers. The attention was also paid to IDPs and therefore the competent authorities were given the instructional literature within the realization of the Council of Europe Project “Strengthening the Human Rights Protection of IDPs in Ukraine”
Then the ecological situation of the district was reviewed, namely the extraction of the aquatic living resources of the Syvash Bay of the Azov-Syvash National Park adjacent to the areas of the district and bordering with the TOT. The authorities of the state administration, district council, the heads village councils adjacent to the Sivash Bay stressed on ecological, security and corruption dangers. The Permanent Representative reported about the joint events held by law enforcement bodies in particular pointed out the court decisions concerning the above- mentioned issues.
The Permanent Representative called for the local authorities, Medjlises of Crimean Tatars People to support the activity of police officers of the Main Directorate of the National Police in ARC and Sevastopol which are moving to the districts adjacent to TOT now.
After the meeting the Permanent Representative visited the Administrative center to assess the real state of tasks to be done in near future.
