Today, it is especially important to support Ukrainian children who, despite numerous challenges, consciously choose to pursue education in Ukraine — even while living in temporarily occupied territories. These children have the full right to study in Ukrainian schools, colleges, and universities, with their education funded by the state and local budgets. We recognize how difficult this choice can be and are doing everything possible to support them along the way.
In 2024 and during the first five months of 2025, we received 24 requests related to the realization of the right to education for residents of temporarily occupied territories, all of which were resolved positively. Additionally, we held an in-person consultation that helped a specific applicant navigate the process.

- Specifics of admission to Ukrainian higher education institutions through the Crimea–Ukraine educational center
- Registration for the additional session of the National Multi-Subject Test (NMT)
- Issuance of a state diploma of higher education to graduates of institutions formerly operating in the temporarily occupied territories
- Confirmation of the period of study at universities located in temporarily occupied territories
- Issuance of a Ukrainian certificate of general secondary education
- Opportunities for distance learning in Ukrainian schools
- Procedure for transferring children from the temporarily occupied territories to general education institutions in Ukraine
How does the Mission assist?
- Provides consultations regarding the applicable legislation
- Offers a step-by-step action plan for resolving education-related issues
- Sends official inquiries to the competent authorities to support applicants in addressing their concerns
- Facilitates communication with the relevant educational institutions
- Accompanies the applicant in resolving the issue, if necessary
To further improve access to education, we have developed an Educational and Information Platform for residents of Crimea in cooperation with the Ministry of Education and Science of Ukraine, the Ukrainian Institute of Education Development, the Almenda Center for Civic Education NGO, and the Association for Innovative and Digital Education (AIDE).
