On 18 June 2019 a round table discussion on theme “Public administration in special conditions: organizational and legal instruments of military and civil administrations”, was held in the Institute of Legislation of the Verkhovna Rada of Ukraine with the support of the Representation of the Hans Zaidel Foundation in Ukraine. The participants of the round table were the People’s Deputies of the Verkhovna Rada of Ukraine, the representatives of the National Security and Defense Council of Ukraine, Ministry of TOT and IDPs, Ministry of Justice of Ukraine, Security Service of Ukraine, Ministry of Internal Affairs, experts and scientists.
The interlocutors discussed the experience of functioning of military and civil administration on the example of the united armed forces zone in Donetsk and Lugansk regions and the issues of public administration in special conditions.
During his speech the Head of the Department of International Connections of the Mission of the President of Ukraine in ARC Yevhen Samukha pointed out that public administration of Ukraine on Crimea was limited only to response to the Russian or occupying authorities’ actions including administrative services, provided to the Crimean residents in mainland Ukraine. Therefore, it has appeared a high need to develop and approve the complex regulation instruments on strategy of de-occupation and reintegration of AR of Crimea and Sevastopol City with their further implementation by the executive authorities at the national and regional stages.
