February, 27th the Mission of the President of Ukraine in ARC together with the Institute of Legislation of the Verkhovna Rada of Ukraine held a scientific-practical Round-table in a framework of discussion on a subject: “Four Years of Crimea Occupation: Implications and Perspectives”. The participants of the Round –table were the Permanent Representative of the President of Ukraine in ARC , Professor Borys Babin, authorities and scientists of the Institute of Legislation, Rector of Taurian National University after V.I. Vernadsky, Professor Volodymyr Kazarin , the People’s Deputies – scientists of a range of educational and research institutions, in particular – the members of Expert Council of the Mission,the People’s Deputies – the representatives Human Rights and civil units and mass media.

The Director Deputy of the Institute, Professor Yevhen Bersheda and the Permanent Representative Borys Babin addressing to the presents declared the aim of holding of the round table. Borys Babin told about the constitutional and legislative activity of the Mission, emphasized its Mandate, determined by the Acts of the President of Ukraine under the temporarily occupation of Crimea. The permanent Representative stressed on development of Action Plan and other strategic instruments of deoccupation and reintegration of Crimea with an expert and scientific assistance.
The issue of education of the citizens of Ukraine, their rights and freedoms in occupied Crimea was risen by Professor Volodymyr Kazarin and a special attention was paid to license termination for educational establishments of Crimea.
In the course of event such relevant issues were discussed as ensuring of Human Rights under the occupation of Crimea; international and legal measures of the occupation; development of national legislation; legal practice and governance mechanisms within the occupation of Crimea; program acts and instruments as a means using against occupation and Russia’s aggression.
The participants of round table discussed the legal assessment of the attempts of Crimea annexion, violation of Human Rights by the occupier authorities in Crimea including the international crimes committed by the state-aggressor; improvement of current legislation of Ukraine in the case of adoption the law of Ukraine “ The Peculiarities of State Policy on Ensuring Ukraine’s State Sovereignty over the Temporarily Occupied Territories in Donetsk and Lugansk Regions”.
At the end of the meeting of Expert Council of the Mission of the President of Ukraine of ARC took place where the Mission’s future work, the subjects of priority scientific and expert instruments on Crimea issues was discussed and estimated the content and methodology of drafting the Plan of emergency measures to prevent Russia’s aggression from the TOT, protection of the States interests, citizens of Ukraine and Ukrainian legal persons in Crimea”.
