The Permanent Representative of the President of Ukraine in the Autonomous Republic of Crimea Borys Babin took part in the round table “International Legal Aspects of Consequences of Military Actions in the Eastern Ukraine and Occupation of Crimea and their Influence on the Environment of Ukraine” held on November 15th, 2017 at the Institute of International Relations, Kyiv National University.The Permanent Representative reported about international legal dimension of negative impact on the environment of Crimea to the experts, officials of the central executive authorities, prosecutor’s office and academic staff. The Resolution of the round table provides the implementation of activities focused on setting up a monitoring group on environmental security involving the representatives of the UN, OSCE, government of Ukraine, international human rights and environmental organizations in order to effective monitoring the state of facilities with increased danger located in the areas close to Crimea and in the waters of the Azov and Black Seas, Kerch Strait and Sivash Gulf.
The participants of the round table proposed the inclusion of environment pillar into strategic and program documents on the issues of de-occupation and reintegration of Crimea, into the Law on the Rights of Indigenous Peoples of Ukraine, on issues of use of natural resources in accordance with the international legislation. It was recommended to ensure a strict compliance with environmental legislation in the areas close to the line of delimitation with Crimea, to facilitate monitoring of changes in the environmental situation in the mentioned territories to the Ministry of Ecology and Natural Resources of Ukraine, other competent central executive authorities and law enforcement agencies, Kherson State Regional Administration by the Resolution of this round table.
