On 4 September 2018 the Scientific-Practical conference “Urgent Measures on Counteraction of the Russian Aggression in Crimea: Political, Juridical, Economic, Administrative and Social Aspects” was held by the Mission together with the National Academy of Public Administration under the President of Ukraine in Kyiv. The event was attended by the scientists, rectors and experts of more than twenty of educational, scientific institutions and administrative bodies.
Vasyl Kuybida, the President of the National Academy, professor, opening the conference noted the relevance of the Plan of Urgent Measures on Counteracting of the Russian Aggression from the Temporarily Occupied Territory of Ukraine in Crimea, Protection of the Interests of the State, Citizens of Ukraine and Ukrainian Legal Persons in Crimea for the 2018-2019 and stressed on the importance to develop the state-wide strategy on de-occupation of the peninsula to be adopted by the President of Ukraine.
Borys Babin pointed out the implementation the Plan of Urgent Measures by the Mission and emphasized the necessity of bringing together in one instrument all the elements of de-occupation and reintegration of Crimea, which should be implemented by the central executive bodies within their powers. The Permanent Representative outlined the peculiarities of the strategic, program and planning measurement of Russia’s aggression to be counteracted and further de-occupation of the peninsula. In particular it concerned the challenges of the legislative activity need to be resolved immediately. Professor Volodymyr Kazarin, rector of the Taurian National University named after Vernadsky, informed about the youths’ right to education in the temporarily occupied territory and the importance of reinstatement of licenses for the Crimean higher educational establishments. The issue of protection of the Constitutional Rights of the citizens, residing in the temporarily occupied territory was raised by the Doctor of Juridical Sciences Anatoliy Kostruba.
The Deputy Head of National Policy Yulia Zamoroka outlined the tasks of National Police to keep a special legal regime in the temporarily occupied territories and informed about the statistical data. Professor Natalia Kaminska pointed out the pressed issues of the complex mechanism of de-occupation and reintegration of the temporarily occupied territory of Ukraine. Professor Vasyl Gorbachuk analyzed the dynamic of the military indexes of Ukraine and neighboring states for the last dozen years, characterized the reasons and consequences. Docent Oleksiy Plotnikov told about the transitional justice for the Crimean Tatar People, including he reviewed the aspects of genocide and deportation of the Crimean Tatar People.
Docent Anton Korynevych told about the principles and sources of the International Law under the Russian aggression and occupation of Crimea, pointing out the importance of Rome Statue to be ratified and the need of the Criminal Code of Ukraine to be adjusted to the rule of International Humanitarian Law. The head of the expert group of the Ministry of Social Policy of Ukraine Olesya Tsybulko informed about the social provision and child birth allowance and pension, granted to the Crimean residents.
Russian aggression as the threat to national security of Ukraine in the context of Crimea annexation was reported by the Candidate of Psychological Sciences Illya Yagiyaev. Docent Vyacheslav Shved summed up the key messages of the reports concerning the international support of the territorial integrity of Ukraine and made a proposal for further collaboration. The conference will serve as a basis for elaboration an edition on recommendations.
