In early February, the government made an important decision to protect the social rights of Ukrainians who have found themselves in difficult circumstances due to temporary occupation or forced relocation. According to Resolution No. 126 dated February 3, 2026, the procedure for reporting the non-receipt of pension and insurance payments from the Russian Federation has been extended.
For individuals who have already completed physical identification, the deadline to submit a notification of non-receipt of payments from the RF has been extended until April 1, 2026.
What will happen to the payments?
- Payments will not be suspended: Pensions and insurance benefits will continue to accrue in full through April 2026.
- Reinstatement for January: If your payment was suspended in January, it will be restored in February with a back payment for the missed month.
Who must submit a notification?
- Citizens in the TOT: This is mandatory to receive Ukrainian payments.
- IDPs: Individuals who have transferred their payments to government-controlled territory are not required to undergo additional identification but must submit a notification that they are not receiving funds from the aggressor state.
- Those who have left the TOT: If your residential address in the Pension Fund of Ukraine’s database is in a temporarily occupied territory, you must report your change of location and the non-receipt of payments from the occupying administration. Otherwise, your account will be blocked until the circumstances are clarified.
How to restore or confirm payments?
The state offers several convenient mechanisms for personal verification and submitting an application:
Remotely (the fastest way):
- PFU Web Portal: Through your personal account using a QES (Qualified Electronic Signature) or “Diia.Signature.” In the “Remote Information” section, check the corresponding box. (https://portal.pfu.gov.ua/)
- Video Identification: A video call with a PFU employee. Your answer regarding payments from the RF will be recorded in the protocol. (https://tinyurl.com/mr2pz2ea)
In Person:
- PFU Service Centers: Submit an application or a notification in any form in person.
From Abroad:
- Send an application and a “proof of life” certificate by mail to the address of the PFU regional office where you are registered.
