United Nations Human Rights Office of the High Commissioner published the annual report about the situation with Human Rights in Ukraine to cover the period from 16 of November 2017 to 15 of February 2018.
In the report a special attention is paid on the violation of Human Rights by the occupying authorities. In particular, the peaceful protests initiated by the Crimea Tatar activists were sanctioned.
OHCHR noted the availability of sustainable problems “in the enjoyment of Human Rights and fundamental freedoms” in Crimea also its representatives were able to get in Crimea and documented 18 cases of Human Rights violations for the mentioned period. A considerable attention was paid to verdict handed down to journalist-freelancer Mykola Symena and the facts of total reduction a number of pupils being taught in Ukrainian.
The report contains the Ukraine’s Government regulation of simplifying the banking services procedure and certification for the inhabitants of Crimea. The UN High Commissioner for Human Rights requires the State – aggressor’s authorities the following:
- to follow the UN General Assembly Resolution dated on December, 19 2017, in particular ensuring an easy access of International Human Rights monitoring missions and non-governmental Human Rights organizations to Crimea;
- ensuring all inhabitants rights of Crimea to peaceful assembly including single pickets without any restrictions under Human Rights International Law without discrimination of any groups;
- refrain from imposing sanctions for freedom of expression and peaceful behavior, release all persons arrested and committed for expression of their views that differ from official ones, particularly on the status of Crimea;
- to follow the obligations, under the International Humanitarian Law, not to force the inhabitants of Crimea serving in Armed Forces of Russia Federation, conceal all convictions in this regard and to cease all criminal proceedings against the persons under defense in Crimea for refusing to do military service in Armed Forces of Russia Federation.
- to provide the opportunity to study in Ukrainian;
