On 2 February, Ukraine launched a programme to prepare young people who have left the temporarily occupied territories (TOT), including Crimea, for admission to Ukrainian universities.
“Winter Admission” is a state educational programme designed to support young people who, after leaving the temporarily occupied territories or active combat zones, require assistance and a gradual adaptation to studying at Ukrainian higher education institutions.
The programme offers preparatory study in a department (a zero-year course) before enrolment in the first year of university. It lasts from three to six months and helps participants to:
- prepare for the National Multi-subject Test (NMT) or university entrance examinations;
- compensate for educational losses caused by the war;
- gradually adapt to the academic workload without excessive pressure;
- become familiar with the university environment before formal enrolment;
- receive academic, psychological, and career guidance support.
Upon completion, participants receive an official electronic certificate of study listing the disciplines completed. Graduates of the preparatory department who enrol in the same year at the university where they completed the programme, in specialities with enhanced support, receive an additional 15 points added to their competitive admission score.
For youth from the temporarily occupied territories, the programme also provides the opportunity to enter universities without the NMT under Quota-2, for state- or regionally funded places.
