On 15 July 2025, the Cabinet of Ministers of Ukraine adopted Resolution No. 871, approving the Procedure for the Recognition of Learning Outcomes Obtained in the Temporarily Occupied Territory of Ukraine. The document applies to vocational, professional pre-tertiary, and higher education in accordance with Article 401 of the Law of Ukraine «On Education.»
What Does the New Procedure Provide?
- A clear and accessible process has been established for Ukrainians, foreign nationals, and stateless persons residing legally in Ukraine.
- The procedure is voluntary, transparent, and objective.
- To have prior learning recognized, applicants must submit:
– an application,
– an education declaration,
– and other documents (as specified in the Procedure) to an authorized educational institution. - Knowledge assessment is conducted by a special commission in the form of an interview or another type of evaluation.
- Both in-person and remote formats are available, with mandatory identity verification (electronic identification).
- A list of fields of study for which recognition is not granted has been defined. These include, in particular: security, law, military sciences, journalism, education, theology (the full list is provided in the annexes to the resolution).
- Following the assessment, the commission may take one of the following decisions:
– a reduced period of study,
– awarding of a qualification or degree,
– recommendation for admission. - The first attempt to undergo the procedure for each level of education is state-funded (limited to one educational program).

For everyone who obtained education under conditions of temporary occupation and seeks to integrate into the Ukrainian education system.
How Did the Mission’s Team Contribute?
The Mission played a key role in drafting the document, initiating proposals for remote access to the procedure, and ensuring that the interests of residents in the occupied territories were taken into account.
The adoption of the Resolution marks an important step toward the educational reintegration of Ukrainian citizens from the occupied territories and the realization of their right to education.
