Meeting with the participation of the representatives of the Administration of the State Migration Service in Kherson region, the Central Administration of the State Security Service of Ukraine in the Autonomous Republic of Crimea and the city of Sevastopol and the Azov-Black Sea Department of the State Border Guard Service of Ukraine devoted to the issue of provision of administrative services to the citizens of Ukraine from the temporarily occupied territory of the Autonomous Republic of Crimea and crossing the administrative border with the Autonomous Republic of Crimea was held in the Office of the Mission of the President of Ukraine in the Autonomous Republic of Crimea On the 11th day of December, 2017.
The aim of the meeting was to develop a mechanism for providing adequate administrative services to the Crimean residents without any abuse and corruption risks in a quick and secure manner. The parties discussed the issue of registration in the Queuing system for obtaining services related to passportization by the citizens. The representatives of the State Migration Service once again announced that in the framework of the implementation of a pilot project of the State Migration Service, for the citizens of Ukraine from the temporarily occupied peninsula a printed screenshot would be enough to complete a registration procedure in the Queuing system.
There was also pointed out that it is expedient to involve the Mission in the new initiatives on the provision of administrative services in the field of passportization for internally displaced persons and population of temporarily occupied territories. The representative of the State Migration Service advised the Crimean residents who would like to get a passport of the citizen of Ukraine in the form of ID-card, if necessary, to apply immediately to the department of the State Migration Service, where a document to get a certificate that would be certified with a corresponding seal and would specify which passport of the citizen of Ukraine of a form of the year 1994 (number, series, date and issuing authority, etc.) was removed from the citizen in exchange for ID-card could be substituted.
The representatives of the State Migration Service and the State Passport Service of Ukraine expressed a clear position regarding a possibility to go to the temporarily occupied territory without the original of the passport document of a person with a residence registration in Crimea at the request of such person after the registration of services of pasting in a photo in the passport document upon reaching the corresponding age and receiving ID-cards. Such travels of the citizens of Ukraine will take place solely upon availability of application form, received in the department of the State Migration Service of Ukraine, in respect of which the employees of the State Passport Service of Ukraine should take a separate decision. Time for approval on the average should be up to 40 minutes after the person’s request.
The representatives of the State Migration Service and the State Passport Service of Ukraine noted that in order to protect the rights of children from trafficking in human beings, the crossing of the administrative border of minors with one parent is possible only upon availability of the notarial consent of the other spouse, careful consideration should be given to the execution of the corresponding power of attorney, its text should provide for a possibility to leave a temporarily occupied territory of Ukraine in Crimea.
The participants of the meeting once again warned the citizens of Ukraine residing in the temporarily occupied territory from cooperation, in order to simplify the procedure for obtaining passport documents, with commercial and other organized structures that openly offer their services in Crimea, which occurs with obvious permission and full control of the punitive agencies and special services of the aggressor state, which would entail the corresponding risks for the citizens who have used their services.
