On the 22nd day of November, 2017, the Permanent Representative of the President of Ukraine in the Autonomous Republic of Crimea and his First Deputy with the participation of responsible officials of the Mission conducted an unscheduled urgent reception of persons living in the temporarily occupied territory and holding an active civil position.
The citizens who had initiated this reception filed numerous complaints against activity and inactivity of state authorities in Kherson region in the sphere of administrative services of passportization, against condition of arrangement of the checkpoints, against not always proper reaction of officers of law enforcement bodies, in particular the representatives of the National Police. The parties discussed practical difficulties in obtaining ID documents by underage persons and persons with disabilities who live in Crimea.
The public representatives were proposed to take part in the scheduled meeting of the working group established by the order of the Mission on solution of the actual issues of temporarily occupied territory of Ukraine in December. The key personnel of the Mission told the public representatives about urgent immediate measures taken to establish the centers of administrative services and to arrange the checkpoints and its surrounding area.
A plan of activities proposed by the Mission and related to the arrangement of the checkpoints, organization of legal transportations, introduction of centers of administrative services in the settlements and towns of Kherson region close to the Autonomous Republic of Crimea on the balance of local self-government got public approval. Besides, the public representatives had been acquainted with a state of affairs of counteraction of crime and corruption in the sphere of transportation from Crimea and provision of administrative services to its residents in the part available for public disclosure. All persons whose rights had been violated or restricted were proposed to apply to the Mission with detailed complaints and suggestions.
The public representatives fully supported a process of displacement of the Central Administration of the National Police of Ukraine in the Autonomous Republic of Crimea and the city of Sevastopol to Kherson region as well as the relevant decisions of central governmental bodies.
